Reading Guide
Who this book is for
For students investigating why expanding access to finance does not necessarily remove the conditions producing poverty. Bernards offers a critical political-economic explanation grounded in historical development. The book is a specialised route through development geography, not a practical guide to choosing loans or an exhaustive evaluation of every financial inclusion programme.
Prerequisites
Prior development geography, political economy or development studies is helpful. Review credit, debt and market institutions. Advanced financial mathematics is unnecessary; the main demand is following historical and institutional arguments.
What it covers
Seven chapters move from colonial credit and early neoliberal development through structural adjustment, market-making, microfinance, microinsurance and fintech. The organisation connects apparently new technical solutions with older patterns of accumulation and inequality. Financial markets are treated as institutions embedded in uneven production and power, rather than as missing services that will automatically create prosperity once introduced.
How to use it
Choose a programme discussed in the book and map its funders, intermediaries, borrowers and revenue streams. Explain the theory of change before assessing the author’s criticism. Distinguish evidence about access to a product from evidence about household welfare or structural change. Compare an earlier scheme with a digital initiative and identify both continuity and genuine differences. Write a competing explanation for one outcome, specifying what longitudinal or comparative evidence would help decide between it and the book’s account.
